Hollowing the Hills, Cementing the Profits
A Report on the Hydro Electric Projects in Kinnaur, Himachal Pradesh
September 2009
Suggested Contribution Rs. 10/-
The 21st century has brought in its wake a barrage of man-made problems for the inhabitants of Himachal Pradesh. Kinnaur district, situated in north-east Himachal has been in the news for a number of hydro-power projects being set up on the rivers Sutlej, Baspa and Spiti. and these projects are facing persistent resistance by the local people, largely tribal and scheduled caste, as they would result in displacement, loss of livelihood and access to forest and water resources, further damaging the already marginalised existence of the people. The projects would also cause large-scale ecological destruction. This is an area where the environment and the livelihood of the people are directly linked to one another and any degradation of the environment impacts the access that people have to resources.

"This bottle of pesticide will always be an option..."
In a country where a majority of people depend on agriculture for their livelihood, one farmer has been committing suicide every half hour in the last decade. Dignity once associated with being a farmer, has now been lost to despair and hopelessness. This is not an accident but the inevitable result of state policies.
This book hopes to communicate the gravity of agrarian crisis and examines the policies responsible for the same.

Displacement has become a fact of development. In the present economic paradigm, it has become synonymous with development. Its inevitability is challenged. Even the loudest of its critics regard it as a necessary evil and only ask for rehabilitation of the displaced, rather than questioning displacement itself. This book questions displacement, and through it, questions the model of development that is being followed in this country and elsewhere in the world.
